Neck flexion exercises and scalene hypertrophy

I think I have thoracic outlet syndrome because the symptoms in my hands improve when I stretch my scalene muscles. I'm wondering if it would be ok to train my neck muscles with neck flexion exercises. Would neck flexion exercises cause scalene hypertrophy, which could in turn make my thoracic outlet syndrome worse?
 
Probably not. But I'd check with a sports medicine doc about this. S/he may recommend a series of isometrics and ROM exercises for you. (Been there, done that, and yes, it helped.) BTW- you might not have TOS- could be a cervical spondolysis (thinning of the disk) or the like. Get it checked.
