Pre/post workout/cardio nutrition

This is something that really confuses me

I usually eat lunch around 12.30 and get to the gym around 16:00 so in between I have a protein shake with 40g oats mixed in.
Straight after my workout I have water with whey and dextrose and usually an evening meal an hour later.

Now before cardio I have been told that you shouldnt have Carbs as they are slow burning and your cardio wouldn't hit your fat stores, similarly you shouldnt have carbs post cardio as it will replace the carbs you have just burnt.

So should I keep the shakes I am having on lifting days but on cardio days switch to whey in water before and after the session?
