ROM bench press/shoulder presses

In the eccentric portion of the repetition, do you bring the weight all the way down so it actually taps your chest and your arms/chest are at full stretch?

Same thing with shoulder presses. I use DBs, but doing this, should I bring the weight down so far that my shoulders have ''locked' into a kind of rest position? If it was a bar, in otherwords, itd def be touching my neck.
 
Makes sense. Good answer. I remember Bryan saying somewhere he doesn't come all the way down due to shoulder pain. Thanks again man!
