Train to Failure

I'm trying to get a handle on this program, If you don't hit your max until the last workout of the second week of each phase does this mean you reach muscle failure only at that time?

Actually, no. You don't want to go to failure at any time, and in addition, you'll probably find that you have little trouble hitting your RM for a given rep range by the time you reach that last session. Failure isn't in the HST vocabulary
