Whe to take carbs

In short, no. Depending on several factors, some protein transamination and oxidative deamination would still occur. At times, it is better to take protein alone e.g. a pure whey drink prior to working out and also, a pure protein drink post-workout.

Which is the best way to do it if you do not want maximal protein synthesis and overall anabolism
 
But what about adding dextrose/maltodextrin in a pre/post workout shake... lots of people on this board talk about doing that, especially for bulking. Is that not a good idea now or what?

Protein before/after training will increase protien synthesis over and above the increase caused by training itself.
The addition of carbohydrate replaces muscle glycogen used during training, which can be a lot especially on full body HST style routines. It also increases insulin, which helps protein synthesis by increasing amino uptake, and it also inhibits the post training rise in protein breakdown.
While you could argue that the carbs will reduce fat oxidation after the training session, but overall it wont make a difference as long as its all factored into the calorie intake
