A/B Workout necessary?

Hi, I want to ask if it is necessary to have 2 different workout programs? Or can you just use the same?

Can I ask how you determine if you need 1 or 2 set for a certain workout? Like... do you put 2 sets on a workout if you want that part of your body to gain mass or be stronger?
