chest and back - no progress

I've done a first wave of HST training and put on 2 inches on my legs and an inch on my arms which was fantastic.

However my chest/back measurement hasn't moved.

I've tried different routines since and it doesn't matter what combination I use I just cannot get beyond 41inches.

Typical excercises are dumbell press, cable crossover and dips for chest, with chins, barbell rows and deadlifts for my back.

Any suggestions?

To specialize on upper body, I would recommend going with the big lifts. Dump crossovers and DB press. Do Bench, Dips, Bentover Rows with proper form, Weighted Chins, Deadlifts. Do minimal leg work. Deadlifts once a week and squats the other two days is enough for legs if you really want to focus on upper body.
Hit it hard too. During the 5s, I would be doing something like this:

Mon/Fri

4-5x5 Bench
4-5x5 Bentover Rows
3-5x5 Military Press
2x5 Squats

Wed

4-5x5 Weighted Dips
4-5x5 Weighted Chins
3-5x5 Push Press
2x5 Deadlifts

Do at least four weeks of 5s. I would definitely progress into negatives on the weighted dips and chins, but keep at your 5 RM with everything else for as long as you can. Eat a ton of food, and if you don't put any inches on your chest/back, I'd be baffled.
