How light is too light?

Hello all,

I'm planning my next cycle, and I've read repeatedly (on the FAQ and on the boards) that if your starting weights are "too light", then you can use a heavier one, and decrease the increments, or repeat weights.

But what's the rule of thumb to tell if your starting weight is too light? Is there a specific percentage of the RM, (for example, less than 20% of your RM is too light)?
 
I like to use %'s of 1 RM, and use:

Not less than 70% as my target for 15's
Not less than 80% for 10's
Not less than 95% for 5's
100 - 110% for negatives.

But others have used a guideline of NLT 70% of each RM as the starting point of each sub section of two weeks.

You obviously good at maths seeing that you want to do 15/12/10/8/6/4/3, good luck then, it will be nighmarish to get around all the trivia here
