Who has done it? How about intense cardio? Any observable effects?

I wrote this in your log I believe... if you are between cutting cycles, then there is no need for a proper SD. I think Bryan has even said this before.
 
Here's what I'm getting at. I'm not neccessarily between cutting cycles, although I look at the 15s as a small cuttig phase...

I want to keep riding my bike to work. That's 40 - 60 miles per week. I'm also trying to develop as a runner. Heck, I might consider participating in a triatholon some day. So, will running/cycling during a 3 week SD hurt the SD effect? Will it only impede lower body hypertrophy?

I wouldn't worry about it. Maybe it would make your early low load leg work less productive for hypertrophy, but the bike riding seems more important to your goals and lifestyle.
