Question on reps

I'm 45, been lifting for 25 years and trying my first 6 week cycle of HST. I have one more workout to finish off the 15's and am performing two sets of each exercise. I noticed this past workout on a couple of exercises I can get the first set of 15, but am reaching failure prior to 15 on the second set. I'm taking around 1min between sets, so that could be a reason. Regardless, is it best to drop the weight the second set in order to get the full 15 reps or is the weight more important and just stop short of failure whatever rep number I am on (I could also take more time between sets)? Tnanks for any help!
 
I only do one set so dont have your problem. You answered the question youself.

You could;

1 rest long enough for you to do another set without going to failure
Or
2 Drop the weight for the 2nd set

Personally, I would do the first option because that gives you more time under tension with a heavier weight. You could also drop the second set! Just make sure you avoid failure on a regular basis.
