How exactly would you go about accomplishing this?
 
To me what that quote means in a nut shell is "your success depends upon how much stronger you get from the begining of your cycle to the end of your cycle."

A proper Strategic Deconditioning should be able to accomplish lowering the effective starting weight.

Keeping your calories and protein up, and performing HST properly should take care of increasing the finishing weight of the cycle itself.
