I am sorta confused on something. I read through the FAQs again. The T-Mag interview.

If you look at lateral raises: His last week of 15 is 25. His begging is 20... Why would it go DOWN?

25 x 15 x 1 set = 375
20 x 10 = 200

Is the assumption the 10s will be 2 sets?

20x10x2= 400

But that doesn't add up when you move 6's:

35x10x2=700 (From 10's)
25x6x3(sets)= 450 (From 6's)

Some zig-zagging of load (and therefore total work) between mesocycles is ok just as long as there is an overall progression.

Some back off work after RM workouts allows for a bit of active recovery and can help keep fatigue in check for longer.
 
Is it optimal? or is it better to choose an exercise with higher loading perimeters.. such as shoulder press.. where the max is a lot higher, thus more increments?

Yup, the zig-zag actually seems to provide a bit of inadvertent periodization from minicycle to minicycle. Tudor Bompa would be proud...
