Calorie Intake on Off Days

I was wondering what the best approach is as to calorie intake...to eat the same amount of calories every day regardless of training or not, or to eat a bit less on days you dont train? i was thinking of reducing carbs a bit on off days to minimize fat gain, but im not sure if this will affect the growth potential of a bulk.

It pretty much evens out over the week, so if you're bulking you should try to stay in caloric surplus every day. The post-workout period has a nutrient partitioning effect, so you can up the carb and protein intake for the first 6hrs or so. On your off days, it's fine if you "frontload" carbs in the morning, and eat moderately hypercaloric during the rest of the day.
