Is there any benefit of taking fish oils by a peron who is not currently exercising. Can he expect a decrease in his body fat.I read in one of Eric Serrano's article that fish oils taken in optimum amounts can make you loose body fat without any exercise. Is it true? Is there any research to support the correlation between fish oil and body fat?

Fish oil in reasonable quantities (6g) can increase metabolic rate. However the actual increase is 3/5 of nothing (~50kcal/day or thereabouts). In theory it will also repartition some incomming calories away from fat, but there is extremely limited evidence in humans (most are fat loss diets, and they dont show any real advantage in that)

The overall impact of fish oils are great for overall health, especially cardiovascular health. And even a 1g/day supplement can help with that (especially for secondary prevention, there is a pretty large trial on this, but I cannot spell the name :))
