neither are real mass builders but id have to say incline.

Yep

Incline would put the most tension as decline would reduce it due to the reverse angle.

Logic points to the incline, what do the studies show?

Show us, we might end up learning somthing!

DECLINE DUMBBELL TRICEPS EXTENSIONS
MRI studies show this to be the most effective exercise for recruiting all three heads of the triceps. Position your body in a supine position on a decline bench, hooking your feet under the padded rollers. Lift the dumbbells overhead in bench-press fashion. Your grip should be semi-supinated so your palms are facing each other.

The decline angled movement will emphasize the second half of the rep (during positive contraction) , while a flat bench will emphasize the first half of the rep (during positive contraction). I would alternate.

Hmm, I've never done it but I bet a decline (feet higher) one dumbell held with both hands (sort of thumbs overlapping and index fingers overlapping) hits the tris really good. Gonna try that.
