I don't know how to use dips & pull ups. I really enjoy doing both and I want to use them in my first HST program, but I can't do 15 reps of either.

I can't do pulldowns at home.

My only idea is to use my legs to lessen the weight during sets, but this seems very far from accurate. What should I do?

This is my HST rough draft:

Trap Bar Deadlift
DB Incline Bench
Pull Ups
Dips
Bent Over Rows
Arnold Raises
Curls
Calf Raises
Lying Tri Extensions(possibly)
Shrugs
Weighted Crunches

It is not a big deal if you cannot do 15 reps :D

Using legs after you get to a no-go point is also fine, to help if you don't have a partner.

Some other options would be to use:

Rows - bent over barbel row or the d/b variey over a bench seeing that you cannot do pulldowns.

Dips are very good I see you are not using bench at all, then make sure you get real heavy with the dips, would be intersting to see results!
 
If you want to keep dips and pullups in your
routine, you can break the reps up and add
a set or two. (1x15 = 2x7 or 8, 3x5...etc.)
One rep + or - on 15 is not the end of the
world....I don't think Mr. Haycock will hunt
you down and do you bodily harm.
