Actually, perhaps it is. . . Creatine attracts water to istself regardless where it is. After it is absorbed by muscles, it makes the muscles fuller. But before it is absorbed, it will be found elsewhere, as well, especially while people are consuming large amounts during loading.
The better bet, if taking creatine before a contest, is probably to take plenty of creatine in the days/weeks before the contest, but to stop taking it a day or two before the contest. That way any free creatine will go away, but the muscles will be fully loaded.
But I'm not into that hyper-lean "contest conidition" look myself, anyway.
