I see exactly what you're getting at. Yep we want to hit the chest, but I personally have found with pre-exhaust that I just don't get the same compound performance as I do without the exhaust. Just me.

The other option is to give DBs a go, or even better do decline bench, which recruits very little from the delts.
 
I should add:

The tension on your chest won't be greater unless you apply a larger load/different grip/angle. Pre-exhaust won't change physics :)

I think the best option is to move to a different exercise:

Decline Bench
DB variant
