not able to do negs

I'm a little confused... After 2 weeks of 5's you dont go to failure until the last workout. After that do you stick with you max weight for 2 weeks going to failure every single workout or are the last two weeks supposed to progress to failure like all the others?
 
Stay at your max. To avoid injury I wouldn't recommend it to be absolute failure but within 1 rep of it without compromising form or tempo. If you find your strength increasing and you can add a little bit of weight, go for it. If you can't, don't worry about it. You are still stimulationg growth.
