Bryan (I think) said: "When you get into the heavy 5's and negatives the carbs should come down a bit. Insulin sensitivity declines as muscle damage increases. I would say about 30% carbs during the really heavy weeks is sufficient to support growth."

I don't understand. Does this mean take in 30% of your normal amount of carbs or 30% carbs of total calories? I assume protein and fat % doesn't change.

Protein & fat percentage will inevitably change:

If your ratios were:
25% kcals from protein
50% kcals from carbs
25% kcals from fat

...when you reduce your carb kcals to 30% of your total intake, your protein & fat percentages will go up, perhaps like this:
35% kcals from protein
30% kcals from carbs
35% kcals from fat

What he's saying is that since your body doesn't need much carbohydrates during the 5s to preserve strength etc etc, you don't need to eat as much as the other parts of your cycle. That's why you can reduce the total carbs to 30%...

but does he suggets to up the protein/fat content of the diet to make up for those reduced carb calories?

I'm not sure where this quote is from, but...unless he suddenly wants to drop calories, then something else should be ingested instead of the "lost" carbs.
