Should you lower carbs to 30% total calories

Perhaps, the question should be: Why should I lower/increase this/that during SD?

During SD, it is assumed and even expected that a person does not engage in anything strenuous. With such decrease in any intentional exercise, it might be prudent to decrease total calorie intake. From there, you might wish to tweak your macronutrient ratios depending on your insulin sensitivity etc.

If you are not doing of high-intensity in nature during SD (which should be the case), then you can opt to lower carbs. Don't drop your carbs to zero unless your intention is to be in ketosis while in SD.

If you are afraid of gaining fat while on SD, then watch your total calories and from there, decide if you wish to eliminate any danger of excess glucose. Assuming your glycogen stores are full during SD, you could lower your carb intake and maintain baseline calories by increasing your protein simply because it is energetically more costly to use protein for fuel than carbs.

In continuation, during off days, I gather that you mean days between workout days.

Again, what might your total calorie intake be on off days? Also, what is your current bodycomposition intention? If you are in a bulking phase, then you might not count your carbs that much. If you intend to get lean, not only will you have to count your carbs but also, your total calorie intake.

The rule of thumb would be to bulk when your bodyfat percentage is a single digit. Once it reaches double digit (around 15 or so percent) you should start dieting down to a single digit again and in this way, make a stepwise increase in LBM over the long term.
