Why does HST recommend the incline bench press instead of the flat bench press?

HST doesn't recommend any particular exercise. If you are referring to the example program on the main site, it is just an example (pretty sure it rotates between flat and inclines each session anyway). Choose any similar compound exercise that you prefer (flat,inclines,declines with BB or DB). You can even add in an isolation later if it is a lagging body part.
