rotator cuff?

Yeah but the author never claims that they do. What they work is your serratus anterior so your upward motion is balanced with the downward motion strength of your rhomboids.
 
for the record, I do rhomboid work and serratus work too. But I have no problems with either, my personal problem is a weak external rotators, which is getting much better.

I much better liked that t-nation article by Eric Cressey. 3 parts and he covered the scapula and the rotators and more....that was a great article.
