How come their isn't a flat bench recommended?
Do dips put enough stress on the lower pectoral?

Triceps, their are three heads?
Do the bench, and dips put enough stress to only doing one exercise?

Flat bench isnt listed in the HST template just as a matter of preference. It is an excellent compound exercise. I think people tend to pick exercises where they can feel the muscle really working and flat bench can be tricky in that aspect. Dips really stretch the pecs and you lift your own body weight and then some, so its fun too :)

Lean forward flare elbows out and go as deep as your comfort level allows to focus the emphasis on your chest during dips. The more upright and shorter range of motion focuses more on triceps.

If you are a beginner you can easliy add size to your arms just doing compound exercises. The more advanded you become, the more likelyhood you will need to add in direct arm work to add size. HST is 3 x week so the muscles are working much more frequently than traditional setups. Run a cycle with just compounds and see how it works for you. After that you will have a better feel for how your body responds and can make adjustments at that point. Hope this helps and Good Luck
