Absolutely Robefc. For pulling movements, the strong range and the stretched range are the same, so it's a double bonus. For any pressing movements the strong range is not the stretch range.

You say you agree with most of what Bryan says, yet you don't seem to understand the basic HST principals of using less weight and increased frequency to get more growth over time. I really think you should spend some more time reading Bryans articles and the FAQs on this board.
