Soft Muscle & Hard Muscle

Is there a difference between softer muscles and harder muscles?  Certain muscles, like my beceps for example, often get bigger but are still relatively soft.  When I say soft I mean I can press a finger into the muscle to some degree.  While some muscles, like my forearms for example, get bigger and seem much harder.  It's difficult to push into them at all when flexing.

Is there a difference between these two types of muscle hardness?  Can you work specifically to make a muscle harder?  Thanks.
